First Braille books appeared in the area of Montenegro in the middle of the previous century when the first school for visually impaired children was set at The Place of Perast, relocated to The Place of Risan later on. Even today many anecdotes are spread about the times when the pupils were reading the Braille books in the rooms of this boarding school with enormous enthusiasm, delight and devotion.

Mr. Radovan Nikolic from The Town of Niksic was one of them, but there were many of them. The School set its own Braille lending library. By the times the number of books increased, so that the books and textbooks of that time could be traced today. The third relocation of the school for the visually impaired children was to the City of Podgorica in 1966., together with its Braille library. The scool is still in Podgorica.
Certain part of the books was kept in the Radosav Ljumovic Public City library until the very start of the work of this library; these mainly were the books given to the Union of the Blind of Montenegro following disintegration of the central Yugoslav Library for the Blind in Belgrade in 1972. Being stored in the above-mentioned public city library, the books were not in use until  three and a half decades later, when this library was founded. Thus, the books were waiting for their library, and the visually impaired people of Montenegro were borrowing their Braille and talking books in the nearest lending libraries in Belgrade, Zagreb, Sarajevo, Novi Sad etc.
Certain defined number of books is stored in the archives of Djurdje Crnojevic National library in the Town of Cetinje. These are the books printed in the federal printing house in Belgrade and the copies were sent to Cetinje archive as well as to the others republican national libraries within the former Yugoslavia.
This way of providing the books for the visually impaired Montenegrins proved to be a palliative solution, so it stopped to be a reliable orientation in meeting the needs of the blind in this area. It happened that Montenegro got a reliable institution for publishing the books for the visually impaired in the very end of the disruption of the former Yugoslavia. Having in mind that visually impaired Montenegrins had to borrow books and magazines the library out of their state, their education process had been significantly slowed. The same applies to the cultural and other related activities of the visually impaired population of Montenegro.
The visually impaired in Montenegro mainly used the library services in Belgrade and Novi Sad, but the service faced with greater difficulties though the library staff in Novi Sad and Belgrade showed high level of understanding and commitment.
Montenegro lending library for visually impaired was founded in September of 2006. Being the founder, the government of Montenegro overtook a full responsibility according to the Culture Act, the Library work Act and other provisions. It starts financing its wok and activities through the Ministry for culture affairs. From the very start of its work, the Library was recognized to be a public institution, and it got its place among other state institutions in the sector of mobile culture heritage of Montenegro.
The government brought the decision on the Library after many years of campaigning by the Union of the Blind of Montenegro. In 2004. The opening ceremony was organized two years later, on September 4. In 2006. The Library started to work in October 2006.
The Library for the blind of Montenegro has been thought to be as the most significant and the largest central  place for the culture activities in Montenegro in which more than a thousand blind or partially sighted citizens live and could meet their basic culture needs. Establishment of the Library brought closer the accessible books to the wide range of the visually impaired readers in Montenegro. Before the opening ceremony of the Library, there were over a thousand visually impaired people in Montenegro;830 persons of this population had some sound reproducing device – for-track recorder/player, CD player etc. This enabled them to use the existing talking books stock; 360 were Braille readers so they were registered as potential users of Braille books.
The Library establishment was a historic act for the Montenegro visually impaired citizens. It was the widely meaningful public event in the country, as well, since there had already been issued 6700 books in our language –  2650 Braille books and 4050 talking ones. This made easier establishing the book stock.
The accessible books are still lacking in Montenegro and surrounding regions, though less than earlier. Whatever the statistic the visually impaired readers are still in great need for them since there is still small number of books that are recorded on tapes and CDs, or transcribed in Braille.

Increasing the book stock in accessible techniques is the main goal of this library.
Montenegro landing library for the visually impaired is at starting points of its action. It will take much time, patience, support, understanding and hard work to attain this goal.
The establishment of the library has abridged a large gap of the life of the visually handicapped people in Montenegro; Their position is promoted to extent of a civilized society; therefore, this library presents n act of large civilized step-out  into the evaluation of the cultural achievement on behalf of the visually handicapped of Montenegro.
In this, as itself it testifies the endeavors of Montenegrin society to join the community of modern, developing and progressive European and non-European countries by fulfilling the standardized norms of a civilized and progressive world.
