The ninth, regular session of the third convocation of the Council of the Montenegro Library for Persons with Visual Impairments was held in the premises of the Library in Podgorica on Thursday, the 25th September. The session was chaired by the President of the Council, PhD Zdravko Vukčević [Zdravko Vukchevich].
The Council followed the 5-point agenda and worked on several topics. The minutes from the previous two sessions were adopted at the session. The Council adopted the Report on the work of the Library for Period of January-June 2025. At the Council, a proposal for amendments and additions to the Price List of services and products of the Montenegro Library for Persons with Visual Impairments was reviewed and this document was adopted after a short discussion.
The Council also discussed the financial operations of the Library, where it was noted that, during 2025, there were multiple challenges and difficulties in this regard, which had a negative impact on the functioning and work of the Library. In the reporting period, a significant number of budget items were not implemented in the planned scope, and execution in certain categories remained below 50%. The reasons for this situation are multiple:
Slow release of funds by the relevant Ministry – the dynamics of the transfer of funds to the Library’s account was slow and difficult, which directly affected the possibility of regular financing of regular activities and current expenses.
The Director informed the Council about the submitted initiative of the Library to proceed with the procedure of changing the name of the Library through the raising of a memorial to Vojislav Minić [Voyislav Minitch], MSc, which was accepted in the meantime because the Assembly of the capital adopted the Decision on erecting a memorial. The Director further informed the Council that the adoption of the new Law on Library Activities is still pending, after which the status and name of the Library should change. The council also discussed several current issues of importance to the work of the institution and took a position in relation to those issues.
